Cheyney University is the nation’s oldest historically black institution of higher education. As part of a task-order contract with the Pennsylvania State System of Higher Education, STV provided construction management services for a 133,000-square-foot, four-story residence hall at Cheyney. The $45 facility was the university's first new residence hall in more than 30 years and consists of modular units fabricated off-site and assembled at the campus. It provides 401 beds in various bedroom configurations along with several support spaces.

The project also consisted of the demolition and removal of Robinson Hall, a three-story, 52,000-square-foot residence hall. The demolition included the removal of an underground storage tank. STV coordinated the documentation effort and the bidding process, in addition to providing on-site construction administration services.
