STV was contracted by the Massachusetts Department of Transportation (MassDOT) to provide a wide range of professional engineering and planning services in support of new transit vehicles, including coach buses, minibuses and vans. The over-the-road, clean-diesel coach buses were part of a first-of-its-kind public-private-partnership known as BusPlus+. In this program, MassDOT provided 36 bus vehicles to seven private operators, allowing them to increase regional commuter service options.

STV provided technical support and project oversight for the initiative.  STV also provided technical support services to MassDOT for the procurement of 144 vans and minibuses operated by public transportation authorities throughout Massachusetts. STV reviewed and revised MassDOT’s technical specification to make sure they were accurate and compliant with Federal Transit Administration requirements.

During manufacturing, STV led the pre-production meetings, performed first-article inspections and Buy America audits, conducted first-article audits on transit buses, prototype vans and minibuses and oversaw and performed quality assurance inspections on the vehicle production lines.
