POLICY RELATING TO SMALL BUSINESS CONCERNS, SMALL DISADVANTAGED BUSINESS CONCERNS, WOMEN-OWNED SMALL BUSINESS CONCERNS, HUBZONE SMALL BUSINESS CONCERNS AND SMALL BUSINESS CONCERNS OWNED AND CONTROLLED BY SERVICE-DISABLED VETERANS

It is the policy of STV Incorporated to place a fair proportion of its acquisitions with small business concerns, small disadvantaged business concerns, women-owned small business concerns, HUBZone small business concerns and small business concerns owned and controlled by service-disabled veterans. Such business concerns shall be afforded an equitable opportunity to compete for all contracts and subcontracts that they perform to the extent consistent with the interests of STV Incorporated. Such business concerns shall also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by STV Incorporated consistent with efficient contract performance.

In keeping with this policy, the STV Incorporated Purchasing Department will scrutinize all procurements for possible award to small business concerns, small disadvantaged business concerns, women-owned small business concerns, HUBZone small business concerns and small business concerns owned and controlled by service-disabled veterans consistent with good procurement practices.

As a Government contractor, we assume the obligation imposed by these programs as described in P.L. 95-507, Public Law 99-661, Section 1207 and Public Law 100-180 Section 806 and FAR Clause 52.219-9, Section 7106 Section 8 and 15, (Small Business, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan).

The Director of Human Resources is the designated Small Business Liaison Officer, and will monitor compliance with program requirements.

Detailed procedures as to the mechanics of complying with our policy are to be found in the Purchasing Manual under, "Implementing Procedures, Government Subcontracting Programs."

We encourage all small business concerns, small disadvantaged business concerns, women-owned small business concerns, HUBZone small business concerns and small business concerns owned and controlled by service-disabled veterans to make their status known to the Purchasing Department so that appropriate consideration can be given.
