STV designed this 616-bed, 300,000-square foot detention facility with three goals in mind: to resolve long-term overcrowding at the adjacent public safety building, to create an efficient inmate/staff ratio with a low per-inmate operating cost, and to allow future expansion without disruption. The Justice Center’s cutting-edge design combined architectural design innovations with an alternative management approach known as direct supervision.
