STV provided programming, master planning and architectural design services for the District of Columbia Correctional Treatment facility. Using a mini-jail model, the facility utilizes a combination of unit management and direct supervision. The integration of mental health and substance abuse programs into the daily lives of the offenders has had a pronounced effect on recidivism. In the five years following the facility's opening, recidivism dropped from 80 percent to 20 percent, a testament to the power of a humane environment. Separate buildings for each population group reduced the scale of this 832-bed complex.
