Sunoco Logistics Partners, LP (Sunoco) was contracted by Motiva to provide a crude oil delivery system to Motiva’s Port Arthur Refinery as part of its planned refinery capacity expansion program. Sunoco’s project included construction of two 1.5 mile, 36-inch dock transfer pipelines, an originating pump station, metering facility, new manifolds, and six 600,000bbl crude oil storage tanks at the Nederland Marine Terminal (NMT); an 8.3-mile, 30-inch pipeline between NMT and the Motiva Port Arthur Refinery; and a delivery metering station at the refinery, with an ultimate delivery capacity of 625,000BPD. STV provided the design engineering, permitting, procurement support, and construction management and inspection services to achieve the project start-up by Sunoco’s contract completion date.
