The Hudson Yard Development Corp. was established by the City of New York to direct the rezoning of its West Side and oversee the preparation of a Request-for-Proposal for development over the rail yards located there. STV prepared planning, engineering and architectural guidelines that would allow potential developers the flexibility for creating mixed-use development over the West Side rail yards, while maintaining and protecting the full service operations of the Long Island Rail Road. The firm's guidelines emerged from a baseline strategy to establish a world class urban setting with a vibrant mix of uses.
