After careful study and consideration, local officials decided to build a facility at the county complex in Leesport to house two programs designed to change young residents’ lives. STV provided engineering in joint venture to house both the youth detention and shelter programs under a single roof while keeping the programs separated. The sloping site allowed for access to the detention center at the upper level and access to the shelter on the lower level.
